It does not mean that you can't make longer title or meta description. You are free to keep your titles and descriptions in its limit or cross the limit. The main point is that Google will not show extra characters more than its fixed character limit. Same with key words. And you are aware that your keywords are not shown in search engine results. Even though If you want to follow all character limitation rules, keep your Keywords length around 250 characters. As written above in the article
